简要规则描述：本项目主要服务内容是对浦东新区党政机关重要信息网络系统设施开展网络安全防护、安全评估、渗透测试、云服务器防病毒、应急响应和重保等技术服务，完善网络数据安全应急处置机制，支撑新区大数据中心全天候网络安全日常管理，协助网络安全制度体系建设、网络安全绩效管理，协助等保工作推进、数据安全工作推进、漏洞管理和咨询培训等服务。（具体详见第三章采购需求书）。
Brief Specification Description: The main service content of this project is to provide technical services such as network security protection, security assessment, penetration testing, cloud server anti-virus, emergency response and re-insurance for the important information network system facilities of the party and government organs in Pudong New Area, improve the emergency response mechanism of network data security, support the all-weather daily management of network security in the big data center in the new area, assist in the construction of network security system, network security performance management, and assist in the promotion of such security work, data security work, vulnerability management and consulting training. (For details, please refer to Chapter III Procurement Requirements).
合同履约期限：本项目服务期限为自合同签订之日起一年。
The Contract Period: The service period of this project is one year from the date of signing the contract.

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: This project is specially designed for small and medium-sized enterprises to purchase, and small and medium-sized enterprises will not implement price discounts during the review. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
