简要规则描述：本项目拟通过竞争性磋商采购方式选择一家合格供应商为上海市浦东新区人民政府沪东新村街道办事处提供食堂餐饮管理服务，街道办事处食堂位于浦东新区兰城路259号，食堂面积约为180㎡，用餐人数约220人，提供早、中、晚三餐供应服务。（具体详见第三章采购需求书）
Brief Specification Description: This project intends to select a qualified supplier through competitive consultation procurement to provide cafeteria catering management services for the Hudong Xincun Sub-district Office of the People's Government of Pudong New Area, Shanghai. The sub-district office cafeteria is located at No. 259, Lancheng Road, Pudong New Area, with an area of approximately 180 square meters and a dining capacity of about 220 people, providing breakfast, lunch and dinner services. (For details, please refer to Chapter Three of the Procurement Requirements Document.
合同履约期限：2025年8月24日至2026年8月23日。

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高小微企业在政府采购中的份额，扶持小微企业政策：本项目专门面向小微企业采购，评审时小微企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures, increase the share of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project is specifically targeted at small and micro enterprises for procurement. During the evaluation, no price deduction preferential policies will be implemented for small and micro enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：1、未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、须具有食品经营许可证（经营项目须涵盖本项目内容）；
4、本项目不允许转包、分包。
(c)Specific qualification requirements for this program: 1. Not listed as a dishonest executive, a major tax violation and dishonest entity, or a record of serious illegal and dishonest behavior in government procurement on the websites of "Credit China" (www.creditchina.gov.cn) and China government procurement network (www.ccgp.gov.cn); 2. It must be a legal person or unincorporated organization lawfully established within the territory of China; 3. Must hold a food business license (the business scope must cover the content of this project); 4. Subcontracting or assignment is not allowed for this project.
