Brief Specification Description: To address work orders from the 12345 Citizen Service Hotline, grid work orders, and city appearance supervision, a professional unit is to implement the Gaohang Town City Appearance and Environment Improvement Project for 2025. The implementation content includes: repairing and maintaining damaged road surfaces, municipal facilities, and outdoor signs on roads outside the red line and roads/areas without maintenance units, as well as handling other related matters concerning city appearance and environment improvement.

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。
(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and promote the employment of people with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises through Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Increasing the Support for Small and Medium-Sized Enterprises through Government Procurement (No. 19 [2022]).
(c)本项目的特定资格要求：具备建设部颁发的市政公用工程施工总承包三级及其以上资质，拟派项目经理具备市政公用工程注册建造师二级及其以上资格。本项目专门面向中小企业采购。
(c)Specific qualification requirements for this program: Possessing a municipal public works construction general contracting level three or above qualification issued by the Ministry of Construction, and the intended project manager shall have a secondary or above registered constructor qualification for municipal public works. This project is specifically procured from small and medium-sized enterprises.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
