The existing procurement contract for automotive materials and accessories will expire. In order to ensure seamless connection between vehicle repair and periodic replacement work after the contract expires, and to ensure the continuous safe and stable operation of public transportation vehicles, the 2026 procurement of automotive materials and accessories will be launched.

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：本次招标执行政府强制或优先采购节能和环境标志产品、促进中小微企业、促进残疾人就业、支持监狱和戒毒企业、扶持不发达地区和少数民族地区以及限制采购进口产品等相关政策。如投标产品的制造商（或服务提供商）为符合《政府采购促进中小企业发展管理办法》（财库〔2020〕46号）第二条要求的中小微企业（本招标文件中所称的中小微企业的含义均与此相同），则投标人须在投标文件中提供格式符合财库〔2020〕46号附1要求的《中小企业声明函》；如投标人为残疾人福利性单位，则须在投标文件中提供格式符合财库〔2017〕141号文要求的《残疾人福利性单位声明函》，一旦中标将在中标公告中公告其声明函，接受社会监督；若提供声明函与事实不符的，将依照《中华人民共和国政府采购法》第七十七条第一款的规定追究法律责任。本项目非专门面向中小企业采购。对小型和微型企业投标人产品的价格给予10%的扣除，用扣除后的价格参与评审。其要求标准详见《政府采购促进中小企业发展管理办法》（财库[2020]46号）中相关规定。

(c)本项目的特定资格要求：3.1未被“信用中国”（www.creditchina.gov.cn）、中国政府采购网（www.ccgp.gov.cn）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单。
3.2符合《关于对接国际高标准经贸规则推进试点地区政府采购改革的指导意见》（沪财采〔2024〕12号）第17条规定的供应商，不得参加本项目的采购活动。
(c)Specific qualification requirements for this program: 3.1 Not included in the list of dishonest persons subject to enforcement, parties involved in major tax violations, and records of serious illegal and dishonest behavior in government procurement by "Credit China" (www.creditchina. gov.cn) and China Government Procurement Network (www.ccgp. gov.cn). 3.2 Suppliers who comply with Article 17 of the Guiding Opinions on Promoting Government Procurement Reform in Pilot Areas in Connection with International High Standard Economic and Trade Rules (Hu Cai Cai Cai [2024] No. 12) shall not participate in the procurement activities of this project.
