二、项目概况与招标范围 Project Overview and Tendering Scope
2.1 项目概况 Project Profile
东非原油外输管道EPC项目起点于乌干达Tilenga CPF（联络线起点），止于坦桑尼亚 Tanga港，总长1539km，其中：干线1443km，联络线96km。乌干达境内392km， 坦桑尼亚境内1147km；全线泵站6座，减压站2座，阀室82座，电伴热站20座（与阀室合建17座，单独建设3座）。该项目业主为道达尔勘探开发公司（上游，联络线部分）与道达尔东非中游公司。计划工期为27个月。
East African Crude Oil Pipeline EPC Project starts from Tilenga CPF, Uganda (starting point of contact line) and ends at Tanga Port, Tanzania, with a total length of 1,539km, including 1,443km trunk line and 96km connection line. 392km in Uganda and 1147km in Tanzania; There are 6 pump stations, 2 decompression stations, 82 valve rooms and 20 electric tracing stations (17 jointly built with valve rooms and 3 separately built). The project is owned by Total E&P (COI024UPStream, link line) and Total East Non-Midstream. The planned construction period is 27 months.

2.3 交货地点 Delivery place
1.中国投标人 Chinese bidders：
天津港/上海港等主要港口人民币交货价（含13%增值税）
Tianjin Port / Shanghai Port or major ports Renminbi Delivery Price (Including 13% VAT)
2.国外投标人（非属地）International bidders(Outside China bidders)：
A包，CIF货交坦桑尼亚达累斯萨拉姆港；B包，CIF货交肯尼亚蒙巴萨港,美元价格。
PACKAGE A SHALL QUOTE CIF DARES SALAAM PORT, TANZANIA USD PRICES.
PACKAGE B SHALL QUOTE CIF MOMBASA PORT, KENYA USD PRICES.
3.属地投标人：A包：DDP坦桑尼亚指定地点交货价；B包：DDP乌干达指定地点交货价。
LOCAL BIDDERS：Package A: DDP delivery price to the designated location in Tanzania; Package B: DDP delivery price to the designated location in Uganda.
2.4 交货期 Delivery time
供货商提供最短交货期。
The supplier shall provide the shortest delivery time。
三、投标人资格要求 Bidder qualification requirement
3.1 本次招标 不接受 联合体投标。
Bids from joint venture are not accepted.
3.2 投标人须具有独立法人资格，在法律和财务上独立、合法运作并独立于招标人（招标代理机构）的制造商，不允许代理商参与投标。
3.2 The bidder must have independent legal personality, legally and financially independent of the manufacturer that operates legally and independently of the tenderer (tendering agency)，Agents are not allowed to participate in the bidding.
3.3 投标人需有相应供货业绩合同，不限数量，业绩表中产品的性能、技术参数应能适用或接近数据单中规定的工况条件。业绩表应包括工程名称、产品规格型号及主要技术参数、供货数量、使用地点、签订合同时间、有效业绩合同及合同发票复印件（提供的合同复印件至少应包括：封页；签字盖章页；合同中包含买方名称、物资名称、规格型号及技术参数、供货数量、签订时间的关键页；合同发票复印件至少应包括与合同对应的1张发票）。
The bidder must have a corresponding supply performance contract, with no limit on quantity, and the performance and technical parameters of the products in the performance sheet should be applicable to or close to the working conditions specified in the data sheet. The performance table should include the project name, product specifications and main technical parameters, supply quantity, use location, contract signing time, valid performance contract and contract invoice copy (the provided contract copy should at least include: cover; Signature and seal page; The contract contains the buyer's name, material name, specifications and technical parameters, supply quantity, and signing time. The copy of the contract invoice should include at least one invoice corresponding to the contract).
3.4 投标人提供ISO相关体系认证及相关企业资质（包括但不限于营业执照或注册证书等）, 具有与本招标项目相应的供货能力，投标人需在投标文件中如实写明中标后该批货物的生产品牌，生产地址，如生产、制造加工基地；
The bidder shall provide ISO related system certification and relevant enterprise qualifications (including but not limited to business licenses or registration certificates, etc.), and have the corresponding supply capacity of this bidding project.
3.5 如投标人为中国注册的制造商的,须在“国家企业信用信息公示系统”网站（www.gsxt.gov.cn）未被列入经营异常名录和严重违法失信企业名单；投标人、法定代表人或者负责人未被人民法院在“信用中国”网站（www.creditchina.gov.cn）列入失信被执行人；2022年1月1日至投标截止时间，投标人或其法定代表人（单位负责人）无行贿犯罪行为（在“中国裁判文书网”网站（wenshu.court.gov.cn）查询）。
3.5 If the bidder is a manufacturer or agent registered in China, it must not be included in the list of abnormal business operations and the list of serious illegal and untrustworthy enterprises on the website (www.gsxt.gov.cn of the "National Enterprise Credit Information Publicity System"; The bidder, legal representative or responsible person has not been listed as a dishonest person subject to enforcement by the people's court on the "Credit China" website (www.creditchina.gov.cn); From January 1, 2022 to the bidding deadline, the bidder or his legal representative (person in charge of the unit) has not committed any criminal acts of bribery (check on the website (wenshu.court.gov.cn) of the "China Judgment Documents Network").
3.6 投标人未被中国石油天然气集团有限公司/中国石油管道局工程有限公司列入黑名单、暂停或取消投标资格或交易权限。
3.6 The bidder has not been blacklisted, suspended or canceled by China National Petroleum Corporation/China Petroleum Pipeline Engineering Co., Ltd.
3.7 投标人近三年在中国石油天然气集团有限公司/中国石油管道局工程有限公司所属项目中无重大质量事故、安全事故，且与CPP无法律纠纷，需提供承诺函。如制造商为中石油库内供应商，能源一号网入网状态应为：“正常”（针对入网企业）。
3.7 In the past three years, the bidder must not have had any major quality or safety incidents in projects under China National Petroleum Corporation/China Petroleum Pipeline Bureau Engineering Co., Ltd., and must have no legal disputes with CPP, and a letter of commitment needs to be provided. If the manufacturer is a supplier within the CNPC warehouse, the status on the Energy One Network should be: 'Normal' (for networked enterprises).
3.8财务要求：
中国境内的投标人应财务状况良好（其中资产负债率小于100%），没有处于财产被接管、破产或其他关、停、并、转状态；投标人需承诺不存在进入清算程序、被宣告破产或其他丧失履约能力的情形（投标人需在其投标文件中提供无上述情形的承诺函）；投标人须提供2024年度经第三方审计的资产负债表、现金流量表、利润表、报表附注（投标人须提供第三方审计的证明材料，如：审计单位盖章的审计报告的关键页）。
中国境内及境外的投标人，均需在其投标文件中提供如下承诺：我公司财务状况良好，资产负债率小于100%，没有处于财产被接管、破产或其他关、停、并、转状态；我公司不存在进入清算程序、被宣告破产或其他丧失履约能力的情形。如我公司中标，招标人有权在合同签订前审查我公司财务状况（含财务审计报告），若发现我公司存在上述情况或风险，招标人有权取消我公司的中标资格。
3.8 Financial Requirements:
Bidders within China should be in good financial condition (with a debt-to-asset ratio of less than 100%) and not be under any state of property seizure, bankruptcy, or other statuses involving closure, suspension, merger, or transfer; bidders must commit that they are not undergoing liquidation, have not been declared bankrupt, and have no other conditions that would impair their ability to perform the contract (bidders must provide a letter of commitment in their bid documents confirming these conditions do not exist); bidders must provide the 2024 audited balance sheet, cash flow statement, income statement, and notes to the financial statements by a third party (bidders must provide proof of third-party auditing, such as key pages of the audit report stamped by the auditing firm).
Bidders both within China and abroad must include the following commitment in their bid documents: Our company is in good financial condition (with a debt-to-asset ratio of less than 100%) and is not under any state of property seizure, bankruptcy, or other statuses involving closure, suspension, merger, or transfer; our company is not undergoing liquidation, has not been declared bankrupt, and has no conditions that would impair our ability to perform the contract. If our company wins the bid, the tendering party has the right to review our financial status (including financial audit reports) before signing the contract. If it is found that our company has any of the above conditions or risks, the tendering party has the right to revoke our bid award.
