简要规则描述：负责临港新片区万祥消防救援站新建工程代建服务工作，包括但不限于从管理合同生效开始，工程施工及保修期间的项目管理工作。负责本项目的全过程实施策划、组织、协调、管理，并进行有效的目标控制，包括投资控制、进度和计划管理、质量管理、现场安全文明施工管理、发包与采购管理、合同管理、配合采购人档案编制、财务管理等；负责统一组织、协调和管理项目各参建单位的活动，协调、处理与项目有关各方的利益冲突和各项具体工作；代理采购人办理交办相关手续，履行必要的签字确认手续等。
Brief Specification Description: Responsible for providing construction agency services for the newly built Wanxiang Fire and Rescue Station in the Lingang New Area, including, but not limited to, project management during the construction and warranty periods, commencing upon the effectiveness of the management contract.

（3）本项目不允许转包。
