简要规则描述：根据国务院《地方志工作条例》关于地方志书编修的时间要求，为全面、客观、系统地编纂地方志，发挥地方志在促进经济建设和社会发展中的作用，根据志书编纂规律，使三林镇志编纂工作有计划、有步骤地顺利进行，确保进度和质量，拟通过公开竞争性磋商的方式选择一位合格供应商全面负责《三林镇志》的编纂工作。主要服务内容编纂高质量的《三林镇志》，全面客观记载2004年以来三林镇经济社会发展的历史和现状的资料性文献，包括前期培训、志书编纂、全程跟踪辅导、专家审稿、设计排版校正、代理申请刊号等完成志书交付的各项服务。（具体详见第三章采购需求书）

合同履约期限：合同签订之日起38个月内交付定稿。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向小微企业采购，评审时小微企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially designed for small and micro enterprises to purchase, and small and micro enterprises do not implement price deduction concessions during the review.
