简要规格描述或项目基本概况介绍、用途：本项目主要工作内容为:提取2026年一至三季度土地利用变化监测图斑，开展管理、执法等专项应用，对卫片执法整治、耕地保护等开展持续监测，将管理、执法、督察等部门需要纳入年度变更调查的图斑，开展日常变更调查，对农用地、建设用地等进行季度流量分析。服务期限：2026年1月1日至2026年12月31日。本次采购工作完成前由原服务单位继续履行服务，如本次中标人非原服务单位，在此期间所产生的服务费，待项目采购完成后由中标人按中标价折算支付给原服务单位相应的服务费用，费用按中标价/365*原单位服务天数计算。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: The main tasks of this project are as follows: Extract the monitoring map blocks of land use changes for the first three quarters of 2026, carry out specialized applications such as management and law enforcement, conduct continuous monitoring of satellite image law enforcement rectification and farmland protection, incorporate the map blocks that need to be included in the annual change survey by the management, law enforcement, and supervision departments into the daily change survey, and conduct quarterly flow analysis of agricultural land and construction land. Service period: From January 1, 2026 to December 31, 2026. (For details, please refer to Chapter 3 of the procurement requirements document.)

(c)本项目的特定资格要求：1、须具备自然资源主管部门依法颁发的《测绘资质证书》，资质等级须为乙级及其以上，业务范围包括摄影测量与遥感专业；
2、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. It is necessary to hold the "Surveying and Mapping Qualification Certificate" issued by the competent natural resources authority, with the qualification level being at the second class or above. The business scope includes photogrammetry and remote sensing specialties.
2. This project is not allowed to be subcontracted.
