Brief specification description or basic overview of the project: The purchaser intends to carry out the historical project in Pudong New Area, the new public welfare project and the cadastral survey of collective land ownership. The maximum price limit: 2,080,000.00 yuan. Among them, the cadastral change for the public welfare project is 1,000,000.00 yuan, and the cadastral change for the historical construction project is 1,080,000.00 yuan. (For details, please refer to the procurement requirements in Chapter 3.)
合同履约期限：自合同签订之日起至2026年12月31日前完成
The Contract Period: From the date of contract signing until December 31, 2026, the completion shall be achieved.

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣；（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Policy for Supporting Small and Medium-sized Enterprises: This project is not specifically designed for procurement from small and medium-sized enterprises. During the evaluation process, products from small and micro enterprises enjoy a 10% price discount. (2) Disability-friendly welfare units, and they are regarded as small and medium-sized enterprises.
(c)本项目的特定资格要求：1、负责外业调查测绘工作的供应商应具备自然资源主管部门依法颁发的《测绘资质证书》，资质等级须为乙级及其以上，业务范围包括界线与不动产测绘专业；
2、本项目不允许转包。
(c)Specific qualification requirements for this program: 1. The supplier responsible for the field survey and mapping work should hold the "Surveying and Mapping Qualification Certificate" issued by the competent natural resources authority, with the qualification level being at the second class or above. The business scope should include boundary and real estate mapping services.
2. Subcontracting is not allowed for this project.
(i)符合《中华人民共和国政府采购法》第二十二条的规定；
