简要规则描述：本次浦东新区智慧政务通用平台运维服务范围包括对协同办公系统、街镇直通车、钉钉邮箱、平台底座的运维服务。为确保浦东新区智慧政务通用平台的持续稳定正常运行，现拟通过公开采购的方式选取一家合格的供应商提供运维服务（具体详见第三章采购需求书）。参加本次磋商的供应商，可对一个包件进行响应，也可对多个包件同时进行响应，但每个供应商针对上述包件只能成交一个包件。
Brief Specification Description: The operation and maintenance service scope of the Pudong New Area Smart Government General Platform includes the operation and maintenance service of collaborative office system, street through train, nailed mailbox and platform base. In order to ensure the continuous, stable and normal operation of the general platform for smart government affairs in Pudong New Area, it is planned to select a qualified supplier to provide operation and maintenance services through public procurement (see Chapter III Procurement Requirements for details). Suppliers participating in this negotiation can respond to one package or to multiple packages at the same time, but each supplier can only clinch one package for the above packages.

简要规则描述：上海自贸试验区大数据支撑服务平台项目建设成果，主要包括：运营运维保障子系统、数据监管可视化子系统、数据安全管理子系统、数据资源门户、大数据平台软件、大数据平台支撑工具、数据共享交换软件、数据治理软件等八个子系统。为确保大数据支撑服务平台各系统及产品软件在可靠、高效、稳定的环境中运行，保障平台的高可用性，提升系统的易用性，支撑公共数据管理、治理和共享应用等业务流程，现拟通过公开的方式选取一家合格的供应商为该平台各系统提供运维服务。（具体详见第三章采购需求书）。参加本次磋商的供应商，可对一个包件进行响应，也可对多个包件同时进行响应，但每个供应商针对上述包件只能成交一个包件。

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: This project is specially designed for small and medium-sized enterprises to purchase, and small and medium-sized enterprises will not implement price discounts during the review. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established in China according to law (this project does not accept branches to participate in procurement activities in their own names); (4) Subcontracting is not allowed for this project.
