简要规则描述：本项目为保安一大队、二大队餐饮服务项目，拟通过公开竞争性磋商选择一名合格的供应商负责管理经营采购人的食堂，为保安一大队、二大队(共计534人次)提供工作餐供应服务，包含早餐、午餐、晚餐供应。（具体详见第三章采购需求书）
Brief Specification Description: This project is a catering service project for the first and second security teams. It is planned to select a qualified supplier to manage and operate the purchaser's canteen through open competitive negotiation, and provide working meal service for the first and second security teams (a total of 534 people), including breakfast, lunch and dinner. (For details, please refer to Chapter III Procurement Requirements)
合同履约期限：2025年11月1日至2026年10月31日。

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时小型和微型企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve shares, increase the share of small and medium-sized enterprises in government procurement, and support the policies of small and medium-sized enterprises: this project is specially designed for small and medium-sized enterprises to purchase, and small and micro enterprises do not implement price deduction concessions during evaluation. (2) Support welfare units for the disabled and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系依法设立的法人或非法人组织；
（4）须具有有效期内的《食品经营许可证》（经营项目须涵盖本项目内容）；
（5）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established according to law; (4) Must have a Food Business License within the validity period (the business items must cover the contents of this project); (5) Subcontracting is not allowed for this project.
