简要规格描述或项目基本概况介绍、用途：本项目通过公开招标的方式选取一名合格的供应商为上海市浦东新区三林镇人民政府、永泰路50号、永泰路278号、懿德社区（和炯路681号）、懿德社区（懿行路739号）、永泰社区工作人员提供餐饮服务，总服务时长不少于124368小时。（具体详见第三章服务需求书）
Brief specification description or basic overview of the project: In this project, a qualified supplier is selected through public bidding to provide catering services to the staff of Sanlin Town People's Government, No.50 Yongtai Road, No.278 Yongtai Road, Yide Community (No.681 Hejiong Road), Yide Community (No.739 Yixing Road) and Yongtai Community in Pudong New Area, Shanghai, with a total service time of not less than 124,368 hours. (See Chapter III Service Requirements for details)
合同履约期限：服务期限12个月，具体以合同签订日期为准。
The Contract Period: The service period is 12 months, depending on the date of signing the contract.

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠； （2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the measures of reserving shares, increase the share of SMEs in government procurement, and support the policies of SMEs: This project is specially for the procurement of SMEs, and the products of SMEs are not subject to price discounts during the review; (2) Welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）具有市场监督管理部门颁发的有效期内的《食品经营许可证》，且涵盖本项目所承包内容相匹配的经营项目；
（5）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established in China according to law (this project does not accept branches to participate in procurement activities in their own names); (4) It has a Food Business License issued by the market supervision and management department within the validity period, and covers the business projects that match the contracted contents of this project; (5) Subcontracting is not allowed for this project.
