简要规格描述或项目基本概况介绍、用途：本项目拟选取一家合格的供应商为采购人提供2026年金桥镇城市运行网格化管理辅助服务，主要服务内容包括金桥镇域内城市运行网格化管理、环境综合整治、隐患排查、消防微站及消防巡查等工作。本次采购预算所涵盖的服务期限：2026年1月1日至2026年12月31日。本次采购工作完成前由原服务单位继续履行服务，如本次中标人非原服务单位，在此期间所产生的服务费，待项目采购完成后由中标人按中标价折算支付给原服务单位相应的服务费用，费用按中标价/365*原单位服务天数计算。（具体详见第三章采购需求书）
Brief specification description or basic overview of the project: This project intends to select a qualified supplier to provide the purchaser with auxiliary services for urban operation grid management in Jinqiao Town in 2026. The main service contents include urban operation grid management within the Jinqiao Town area, environmental comprehensive improvement, hazard investigation, fire micro-stations and fire inspection, etc. The service period covered by this procurement budget: from January 1, 2026 to December 31, 2026. (For details, please refer to Chapter 3 of the procurement requirements document.)

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠；（2）扶持残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement, and implement the policy of supporting small and medium-sized enterprises: This project is specifically for procurement by small and medium-sized enterprises. During the evaluation process, no price discount benefits will be applied to the products of small and medium-sized enterprises.
(2) Support welfare-based units for the disabled and treat them as micro and small enterprises.
