简要规则描述：围绕有利于加快推动张江科学城产业集聚、区域发展和项目落地，聚焦项目投资、工程建设、高新技术产业发展等领域事权下放，张江科学城建设管理办公室于2020年起，委托第三方开展行政审批下放事项的评审评估服务，借助第三方专业技术力量，进一步提升行政审批事项的办理效率和办理质量，取得了较好效果。为继续发挥第三方专业技术优势，进一步提高行政审批事项的服务质量及办理效率，现拟通过公开的方式选取一家合格的单位提供招拍挂用地审批、协议出让土地用地审批、土地技术租赁用地审批、综合验收等技术咨询服务。（具体详见第三章采购需求书）

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业；
(b)Qualification requirements to be met to implement government procurement policies: (1) Support policies for small and medium-sized enterprises: This project is not specifically aimed at purchasing from small and medium-sized enterprises. During the evaluation, small and micro enterprise products are eligible for a 10% price discount. (2) Support welfare units for people with disabilities and treat them as small and micro enterprises;
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织；
（4）本项目不允许转包。
