简要规格描述或项目基本概况介绍、用途：中国（上海）自贸区自主可控自建云基础平台于2021年验收，自上线以来，已成为新区信息化的重要基础设施，为新区各委办单位适配改造的应用系统提供基础软硬件支撑，已承载运行20余家委办单位的数十个生产业务系统，现拟通过公开的方式选取一家合格的单位为自建云平台的设备维保及日常运行技术服务（具体详见第三章服务需求书）。
Brief specification description or basic overview of the project: China (Shanghai) Free Trade Zone's self-controllable self-built cloud platform was accepted in 2021. Since it was launched, it has become an important infrastructure for informatization in the new area, providing basic software and hardware support for the application systems adapted and reformed by various commissioned units in the new area. It has carried dozens of production and business systems running by more than 20 commissioned units. Now it is planned to select a qualified unit to provide equipment maintenance and daily operation technical services for the self-built cloud platform through public means (see Chapter 3 Service Requirements for details).
合同履约期限：本项目服务期限为自合同签订之日起一年。
The Contract Period: The service period of this project is one year from the date of signing the contract.

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业享受10%的价格折扣。（2）残疾人福利性单位，并将其视同小微型企业。
(b)Qualification requirements to be met to implement government procurement policies: (1) Policy of supporting small and medium-sized enterprises: This project is not specifically for purchasing small and medium-sized enterprises, and small and micro enterprises enjoy a 10% price discount during the evaluation. (2) Welfare units for the disabled and treat them as small and micro enterprises.
(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目（不接受）分公司以自己名义参加采购活动）；
（4）本项目不允许转包。
(c)Specific qualification requirements for this program: (3) It must be a legal person or an unincorporated organization established in China according to law (the (unacceptable) branch of this project participates in procurement activities in its own name); (4) Subcontracting is not allowed for this project.
