Brief Specification Description: Carry out the development of two single buildings and surrounding environment improvement projects, including the Paul Pudong Flower Garden project, the main building on the Lake Center Island, as well as overall environmental consulting for areas such as the garden gatehead of Paul Pudong Garden and bridges around the Lake Center Island.

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";
(b)落实政府采购政策需满足的资格要求：促进中小企业发展、促进残疾人就业。根据《政府采购促进中小企业发展管理办法》（财库[2020]46号）及《关于进一步加大政府采购支持中小企业力度的通知》〔2022〕19号规定执行。
(b)Qualification requirements to be met to implement government procurement policies: Promote the development of small and medium-sized enterprises and promote the employment of persons with disabilities. Implementation shall be in accordance with the Measures for Promoting the Development of Small and Medium-Sized Enterprises in Government Procurement (Cai Ku [2020] No. 46) and the Notice on Further Increasing the Support for Small and Medium-Sized Enterprises in Government Procurement (〔2022〕No. 19).
(c)本项目的特定资格要求：3、根据《上海市政府采购供应商登记及诚信管理办法》已登记入库的供应商；4、其他资格要求：1）本项目专门面向中小企业采购。（残疾人福利性单位、监狱企业视同小型、微型企业。）如投标人为中小企业，且满足《政府采购促进中小企业发展管理办法》（财库[2020]46号）规定条件的，必须提供《中小企业声明函》；2）本项目不允许转包。
(c)Specific qualification requirements for this program: 3. Suppliers who have been registered and entered into the database in accordance with the 'Shanghai Municipal Government Procurement Supplier Registration and Integrity Management Measures'; 4. Other qualification requirements: 1) This project is specifically procured from small and medium-sized enterprises (SMEs). (Units for the welfare of persons with disabilities and prison enterprises are deemed as small or micro-enterprises.) If the bidder is an SME and meets the conditions stipulated in the 'Measures for Promoting the Development of Small and Medium-Sized Enterprises in Government Procurement' (Cai Ku [2020] No. 46), a 'Declaration Letter of Small and Medium-Sized Enterprises' must be provided; 2) Subcontracting is not allowed in this project.
